Jay is an associate at Williams & Connolly who received his Juris Doctor from The University of Chicago Law School. Before joining Williams & Connolly, Jay clerked for Judge Lucy H. Koh of the U.S. Court of Appeals for the Ninth Circuit and Judge Frank H. Easterbrook of the U.S. Court of Appeals for the Seventh Circuit. He also served as a judicial intern for Judge Tanya S. Chutkan and a legal intern for the U.S. Department of Justice, Civil Rights Division.
