Michelle Chen focuses her practice on complex commercial litigation and government investigations.  She has represented clients in federal and state courts, at both the trial and appellate levels, and in arbitration proceedings.  Michelle has represented both corporate and individual clients in investigations before the Department of Justice, federal government agencies, and state Attorneys General.

Michelle’s civil litigation practice covers a broad range of substantive areas, including contract disputes, securities law, products liability, and False Claims Act litigation.  In her government investigations practice, she has defended clients against allegations of healthcare fraud, antitrust violations, and violations of the Foreign Corrupt Practices Act.  Her clients span the financial services and healthcare industries.

Michelle received her Juris Doctor from the University of Michigan Law School, where she briefed and argued a federal sentencing appeal before the U.S. Court of Appeals for the Sixth Circuit.  She served as an Executive Editor for the Michigan Law Review.  Michelle clerked for Judge Ronald Lee Gilman of the U.S. Court of Appeals for the Sixth Circuit, and worked at a major New York law firm, before joining Williams & Connolly in 2015.

Representative Experience

Though all cases vary and none is predictive, Michelle’s experience includes:

  • Successfully representing a global pharmaceutical company in a multimillion dollar commercial arbitration in New York
  • Defending a major biotechnology company in an industry-wide DOJ healthcare fraud investigation
  • Representing a major pharmacy benefits manager in qui tam litigation involving allegations under the Anti-Kickback Statute
  • Defending a French national in an FCPA investigation involving contracts in Central Asia
  • Representing a global financial institution in connection with a retrial on loss causation issues in a multibillion dollar securities fraud class action
